I've never called my fiscal stance "low expectations" but that's what it is and it goes together with:
never having taken an economics course,
never having listened to the marketing side of any organization (the optimists),
being a realist (my wife would say pessimist) which means I am usually listening to the accounting side of organizations,
and knowing that what happens above and beyond my "low expectations" is luck or a blessing and should be shared with those not so lucky or blessed.
My "Maine Man Al" I think would say that all levels of government should budget this way!!! It certainly has worked for me.
